It is much easier to do the landscape construction if there is no fence stopping a bobcat or any other equipment required, however since you have the dog, I think your priority should be in putting up the fence.
You could have a removable panel installed in the fence. Dog urine kills all sod. There is an old wives tale, that only female dog's urine kills sod, both sexes kill sod. Females tend to urinate in one spot and males tend to mark their territory all over.
